Virtual Tourist Information - AI-based guest consultation, Lot 3 - Artificial Intelligence (AI) / AI chatbot / guest consultation system

1. Declaration as to whether and with regard to which services the applicant relies on the capacities of other enterprises and whether the necessary resources are available to them.
2. Indication of the part of the contract that the applicant may intend to subcontract to third parties.

Minimum requirement for applicant experience: At least 2 reference projects on comparable achievements from the last 5 years. In each case, the customer and contact person, the service period, the scope of services (design, development, integration, operation, further development), the number of integration environments and languages as well as the order value must be specified. It is possible to prove more suitability by further references.

In the case of equally qualified applicants, lots shall be decided on the selection of participants. For the reference information, the prepared Excel file "Participation Request" can be used. The content of the notice shall be decisive. We ask you to submit the application in Excel format, other documents in PDF.

1. Tabular list, in which the persons intended for the provision of services are mentioned by name and with an indication of the respective qualification, which must be proven on request by means of evidence of education or study or other comparable documents, and with an indication of professional experience in years (§ 122 para 2 no. 1 GWB). Minimum requirement for the project team: a project management and a deputy project management, which are available for the duration of the contract.

1. Proof of hosting of all data and models (data center certificate or equivalent proof). GDPR data protection concept and declaration of conformity to the EU AI Act (Regulation (EU) 2024/1689) including risk classification of the offered system. Technical description of the maintenance interface of the knowledge base (screenshots or demo). 4.SLA document with defined availability and reaction times. Proof that the core functionalities of the AI platform are under the applicant’s own technical and legal control.

Declaration on the total turnover of the applicant in the last 3 financial years (§ 122 para 2 no. 2 GWB).

1. If the applicant belongs to a group of undertakings, he/she must state with his/her request to participate the extent to which he/she is linked to the other undertakings. Declaration by the applicant that he does not belong to the categories referred to in Article 5 k(1) of Regulation (EU) No 833/2014 as amended by the art. 1 point. 23 of Council Regulation (EU) 2022/576 of 8 April 2022 (Sanctions Regulation) companies or persons related to Russia. If the applicant belongs to a group of undertakings, he or she must declare with his or her request to participate that this also does not apply to the affiliated undertakings.

Minimum requirement: The applicant must have a company or professional liability insurance whose cover for personal injury is at least 1 million. EUR and in addition for other property and property damage at least 1 million EUR. This must be proven by a certificate of liability insurance or by a declaration of the insurance that the insurance sum will be available in the case of an order. The required evidence shall be submitted in text form.

Declaration of turnover for deliveries and services comparable to the advertised services in the last 3 financial years (§ 122 para 2 no. 2 GWB).

If the applicant is a legal person, he/she must present with his/her request for participation a commercial register extract or proof in accordance with the legislation of his/her home country.

Explanation of the number of employees and their training within the last 3 years (managerial staff, developers, project management, support) (§ 122 para 2 no. 3 GWB).

Experience of the applicant with similar AI chatbot implementations based on the submitted references that meet the minimum requirements for the required references. It is possible to prove more suitability by further references. In the case of equally qualified applicants, lots shall be decided on the selection of participants.

Professional experience in years of persons intended to provide services (project management and deputy project management). In the case of candidates with equal qualifications, lots shall be chosen.

Accumulated professional experience of the persons intended to provide the service on the basis of the references submitted which meet the minimum requirements. Each for the person intended to provide the service (project manager and figurative project manager). It is possible to prove more suitability by further references. In the case of equally qualified applicants, lots shall be decided on the selection of participants.
