Minimum requirement: Participants must hold a valid authorisation for the use of radio frequency spectrum for a terrestrial network allowing the provision of electronic communications services, issued by the Communications Regulation Commission (CRC). In the event that the participant is a foreign entity, it shall prove that it meets the selection criterion if it holds the described authorisation or an equivalent authorisation, pursuant to the legislation of the country in which it is established. In the event that the relevant document is available in electronic format, the web address, the issuing authority or body, and the exact reference to the document must also be indicated. The participant shall declare the possession of a valid authorisation for the use of radio frequency spectrum for a terrestrial network allowing the provision of electronic communications services by completing the information in Part IV, Section A: “Suitability”, item “For service contracts: particular authorisation is required” of the European Single Procurement Document (ESPD), indicating the number and date of the relevant document. To demonstrate compliance with this requirement, in the cases under Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act (PPA), participants shall submit copies of valid Authorisation(s) for the use of radio frequency spectrum for a terrestrial network allowing the provision of electronic communications services, issued by the Communications Regulation Commission, and/or provide a link through which data on valid authorisation(s) for the use of the specified resource can be accessed, provided that they are publicly available.

Minimum requirement: Participants must have performed services (a minimum of one service) with a scope identical or similar to that of this procurement during the last three years, calculated from the date of tender submission, pursuant to Art. 63, Para. 1, Item 1, Letter "b" of the PPA. The Contracting Authority does not set a minimum requirement for volume. A service similar to the scope of the procurement shall be understood as: construction and maintenance of a wireless (Wi-Fi) network. A service is considered "performed" if its execution was completed within the period specified by the Contracting Authority, regardless of the date it was awarded. Declaring the availability of the experience required by the Contracting Authority for the execution of the contract is done by submitting information on the services performed by the participant, with a scope identical or similar to that of this public procurement, completed over the last three years, calculated from the date of tender submission, pursuant to Art. 63, Para. 1, Item 1, Letter "b" of the PPA. The information must contain the value excluding VAT, the start and completion dates of execution, the location, type, and recipients of the service, regardless of whether they are public or private entities. Participants declare their compliance with the set selection criterion by completing the information in Part IV: "Selection criteria", Section C "Technical and professional ability", item "For service contracts: performance of services of the specified type" of the ESPD. In the cases under Art. 67, Para. 5 and Art. 112, Para. 1, Item 2 of the PPA, the stated requirement is proven by documents under Art. 64, Para. 1, Item 2 of the PPA: a list of services that are identical or similar to the subject of the public procurement, indicating the values, dates, and recipients, together with documents proving the service provided.

Minimum requirement: Participants must have specialists (experts) who possess the necessary professional competence to perform the activities included in the scope of the public procurement. The participant's team must include at least the following experts: 1. A minimum of 1 expert to ensure the contract management and coordination activities, possessing: - Qualification: possession of at least one valid project management certificate such as PMP and/or PRINCE 2 or equivalent; - Professional experience: experience as a manager of at least 1 (one) project/contract related to the construction and maintenance of a wireless (Wi-Fi) network. 2. A minimum of 1 expert to ensure network security activities, possessing: - Qualification: possession of a valid CIE Security (Certified Internetwork Expert Security) certificate or equivalent; - Professional experience: has performed network security activities in at least 1 (one) project/contract or specific network security activities under 1 (one) project/contract related to the construction and maintenance of a wireless (Wi-Fi) network. 3. A minimum of 3 experts to ensure network structure activities, possessing: - Qualification: possession of a CIE (Certified Internetwork Expert) certificate or equivalent; - Professional experience: have performed network structure activities in at least 1 (one) project/contract or specific network structure activities under 1 (one) project/contract related to the construction and maintenance of a wireless (Wi-Fi) network. 4. A minimum of 15 installers authorized by the manufacturer of the offered equipment or by its official representative with a scope covering the territory of the Republic of Bulgaria for installation and maintenance of the equipment proposed in the participant's Technical Proposal. The Contracting Authority does not set requirements for qualification and professional experience for the installers. Declaring the availability of the personnel required by the Contracting Authority, with the specified qualification and experience (regarding persons for whom qualification and experience are required) who will be responsible for the execution of the contract, is done by the participants submitting information containing: names of the individuals (experts/installers), professional experience of the individuals (regarding persons for whom such is required), as well as a description of the certificates or equivalent documents held by them (regarding persons for whom such are required). When submitting the tender, compliance with the selection criterion is declared by filling in information in Part IV "Selection criteria", Section C "Technical and professional ability", item "Educational and professional qualifications" of the ESPD. In the cases under Art. 67, Para. 5 and Art. 112, Para. 1, Item 2 of the PPA, the stated requirement is proven by documents under Art. 64, Para. 1, Item 6 of the PPA: a list of the staff who will perform the contract and/or members of the management staff who will be responsible for the execution, as well as documents proving the professional competence of the persons. In the event that the participant plans to engage more persons from the relevant category of specialists required by the Contracting Authority for the performance of the public procurement, all persons indicated by the participant must meet the minimum requirements set by the Contracting Authority for the respective category of specialists. The Contracting Authority allows for the possibility that the same person who has the qualification and experience for more than one position may be indicated for more than one position.
