Предоставяне на електронни съобщителни услуги чрез обществена подвижна клетъчна мрежа по стандарта GSM/UMTS с национално покритие, изграждане на свързаност за нуждите на община Варна и бюджетните ѝ звена

1. Participants must be entered in the public register of the Communications Regulation Commission, pursuant to Art. 33, para. 1, item 1 of the Electronic Communications Act, as enterprises providing the services subject to the procurement via a mobile terrestrial network under the GSM/UMTS/LTE standard with national coverage. For foreign entities – in an analogous register, pursuant to the legislation of the Member State in which they are established. 2. Participants must hold an Authorization for the use of an individually assigned scarce resource – numbers for the provision of public electronic communications via a mobile terrestrial network, with an allocated individually assigned scarce resource – radio frequency spectrum, in the 900MHz, 1800MHz, 2GHz, and 3.6 GHz frequency bands, issued by the Communications Regulation Commission. For foreign entities – an equivalent document, pursuant to the legislation of the Member State in which they are established. The participant declares in Part IV, Section A of the European Single Procurement Document (ESPD) its compliance with the specified selection criterion. In the cases under Art. 67, para. 5 of the PPA and Art. 112 of the PPA, a valid certificate of entry in the public register under Art. 33, para. 1, item 1 of the ECA and an authorization for the use of an individually assigned scarce resource – radio frequency spectrum, in the 900MHz, 1800MHz, 2GHz, and 3.6 GHz frequency bands shall be submitted. The submission of the specified documents is not required in the cases under Art. 67, para. 8 of the PPA, when the circumstances can be verified through a public register indicated when completing the ESPD or can be obtained through direct and free access to the national databases of the Member States.

1. Participants must have generated a total turnover of not less than EUR 500,000 for the last three completed financial years, calculated on the basis of annual turnovers. The participant shall declare compliance with the specified selection criterion in Part IV, Section "B" of the European Single Procurement Document (ESPD). In the cases under Art. 67, para. 5 and Art. 112a of the PPA, the following shall be submitted: a reference/statement of the total turnover for the last three completed financial years, depending on the date on which the participant was established or commenced its activity. Where, for a justified reason, the participant is unable to submit the documents requested by the contracting authority, it may prove its economic and financial standing by means of any other document that the contracting authority deems appropriate.

Participants must have performed, within the last three years from the date of submission of the tender, at least one service whose subject matter and scope are identical or similar to the subject matter of the public procurement. * Services identical or similar to the subject matter and scope of the public procurement are mobile telephone services provided to a corporate group of at least 1,000 subscribers. The participant shall declare its compliance with the specified selection criterion in Part IV, Section C of the European Single Procurement Document (ESPD). In the cases under Art. 67, para. 5 of the Public Procurement Act (PPA) and Art. 112 of the PPA, the following shall be submitted: A list of services that are identical or similar to the subject matter and scope of the public procurement, indicating the values, dates, and recipients, together with documents proving the performed service.
