Each participant shall have achieved a minimum total turnover calculated on the basis of the annual turnover for the last three completed financial years, depending on the date on which the applicant or participant was established or started its activity. In the cases under Art. 67, para 5 and Art.112, para 1, item 2 of the Public Procurement Act, evidence of the compliance of the participant with the requirement of the contracting authority under item 2 shall be provided: one or several of the documents under Art. 62, para 1, item 3 and 4 of the Public Procurement Act. Where, for good reason, the participant is unable to submit the documents requested by the contracting authority, he may prove his economic and financial situation by means of any other document which the contracting authority considers appropriate. Note: When providing information and documents for compliance with the selection criterion under point 2, participants should take into account the Methodology of the Public Procurement Agency No MU-1/05.12.2025.

The contracting entity shall set the following requirement under Art. 59, para 1, item 1 of the Fitness Act for the exercise of professional activity: Each participant must have the permission to use an individually assigned limited resource - a radio frequency spectrum for carrying out electronic communications through public mobile terrestrial networks with a national range according to GSM/LTE/5G standard issued by the Communications Regulation Commission (CRC). When submitting a tender, the participant shall declare compliance with the requirement set out in point A of Part IV of the EEDOP. In the event that the participant is a foreign person, he may declare in the EEDOP/presents in the case referred to in Art. 67, para. 5 of the Public Procurement Act a valid equivalent document or declaration, or a certificate issued by a competent authority of a Member State of the European Union or of another State party to the Agreement on the European Economic Area proving his right to provide the service in that State. In the cases under Art. 67, par.5 of the Law and Art.112 of the Law for participants - Bulgarian persons and only in the case under Art. 112 of the Law for participants - foreign persons shall be presented: Authorisation for use of individually assigned limited resource - radio frequency spectrum for carrying out electronic communications via public mobile terrestrial networks with national coverage according to GSM/LTE/5G standard issued by the Communications Regulation Commission (CRC).
