  1. The object of the contract is to carry out the task of: "Supply, implement and maintain software for synoptics for visualisation of observations, measurements, results of numerical models and development of forecasts for IMGW-PIB air forecast offices".
  2. The subject-matter of the contract includes in particular:
  1. Stage I – design and presentation to the Contracting Authority of the project of implementation of the synoptic support system and the timetable for detailed implementation of the subject-matter of the contract;
  2. Stage II – preparation and delivery of pre-implementation analysis and technical documentation of the synoptic support system to the Contracting Authority;
  3. Stage III – delivery, installation, configuration and implementation in the infrastructure of the Contracting Authority of the synoptic support system together with migration and integration of observation and model data available to the Contracting Authority with the system, including:
    1. delivery, installation, configuration and commissioning:
      • 2 server units;
      • software with granting/supply of the software licence;
    2. carrying out system tests and system implementation;
    3. delivery of the implementation documentation of the system;
  4. Stage IV
    • training for users and system administrators and the operation of the system;
  5. Stage V
    • granting of the guarantee and provision of the technical support service (maining) of the system.

  1. Contract award may be requested by Contractors who fulfil the conditions for participation in the procedure concerning:
  1. the capacity for commercial circulation – The Contracting Authority does not specify a condition in this respect;
  2. the power to pursue a particular economic or professional activity, if this is due to separate provisions - The contracting authority does not specify a condition in this respect.
  3. economic or financial situation – The Contracting Authority does not specify a condition in this respect;
  4. technical or professional capacity – Contractors who have performed, and in the case of recurrent or continuous benefits, also perform, over the last 3 (three) years, back from the date on which the time limit for the submission of tenders expires, and if the duration of their activities is shorter – during that period, at least: - 2 contracts consisting in the execution and implementation of an IT system for meteorological services carrying out civil aviation security; or - 3 services each of which have continued continuously at least 24 months (each for another entity), consisting of the maintenance of an IT system for meteorological services providing civil aviation security.
  5. The Contracting Authority shall, before selecting the most favourable tender, invite the Contractor, whose offer has been the highest rated, to submit, within a specified period of time, not less than 10 days, up to the date of submission of the agent’s means of proof to confirm that the Contractor fulfils the condition of participation in the procedure concerning technical or professional capacity, the list of supplies/services carried out, and, in the case of services which are repeated or continuous, and, in the case of services which are also carried out over the last 3 years, from the date on which the time limit for the submission of tenders expires, and if the period of activity is shorter, within that period, including their subject matter, dates of performance and the entities for which supplies/services have been carried out or are carried out, and if the Contractor is unable to obtain such documents, a statement of the Contractor shall be drawn up by the entity for which the delivery/services have been carried out, and in the case of repeated or continuous benefits, and if the Contractor is unable to obtain such documents, a statement, the Contractor form of the list is annexed to Annex No 10 to Appendix No. In the case of recurrent or continuous benefits, references or other documents proving their duly implemented should be issued within the last 3 months, from the date on which the time limit for the submission of tenders expires. Detailed information on personal evidence means is provided by Chapter IX of the WWZ.

  4. technical or professional capacity – Contractors who indicate that they have a contract to perform - a minimum of one person to be the coordinator of the implementation team, having a minimum of 5 years of professional experience in synoptic support systems, including having participated in the implementation of a minimum of three contracts in the implementation of synoptic assistance systems, with at least one in the scope of the civil aviation shield and at least one in the role of implementation manager/coordinator (project) or deputy implementation manager/coordinator (project).
  5. The Contracting Authority shall, before selecting the most favourable tender, invite the Contractor, whose tender has been the highest rated, to submit, within a specified period of time, not less than 10 days, up to the date of submission of the personal evidence to confirm that the Contractor fulfils the condition of participation in the procedure concerning technical or professional capacity – the list of persons addressed by the Contractor for the performance of the public contract, in particular those responsible for the provision of services, together with information on their experience necessary for the performance of the public contract, as well as on the extent of their activities and on the basis of their availability – the list form is Annex 11 to the SWZ. Detailed information on personal evidence means is provided by Chapter IX of the WWZ.
