Development of electronic services and strengthening the degree of digitization of the Municipality of Mstów

The subject of the contract is the comprehensive implementation of the project involving the delivery, implementation, configuration, integration and commissioning of the information systems and the information infrastructure of the Contracting Authority, together with the execution of the necessary implementation services, migration and digitization of data, data exchange configuration, training and instruction and the launch of e-services.

The contract provides for the implementation of the integrated GIS System, together with Geoportal Gmine and modules supporting the implementation of the tasks of the municipality in the area of spatial planning, historical records, local records, streets and addresses (EMUiA), water and sewage infrastructure, road records and the handling of tree-cutting cases.

The scope also includes the development, digitisation, migration, processing and import of required spatial data and the mobilisation of services and integration enabling them to be used by the individual modules of the system. The GIS will launch e-services at the 4th maturity level, enabling residents to initiate and carry out official matters electronically, including the submission of forms and documents and the making of electronic payments where required.

E-services will cover, in particular, spatial planning, real estate numbering, tree and shrub removal, home sewage treatment records and road lane occupations.

The subject-matter of the contract also includes the adaptation and integration of the electronic document management system (EZD), including its preparation for the handling of electronic documents related to the e-services implemented, the automation of document circulation, integration with domain systems and the National e-Service System, as well as the implementation of the required data migration and the provision of instructions for users.

The contract also includes the supply, implementation and integration of domain systems and Project Portal, including e-payment solutions, APIs and data rails for the exchange of information between systems, as well as the implementation of an e-application system.

Area systems will support processes carried out by the Contracting Authority in the area of finance and accounting, taxes and local charges, invoices and cash registers, waste management, water and rent settlements, property management and other areas indicated in the detailed description of the subject matter of the Order.

The delivery and launch of a mobile application for residents, integrated with implemented systems and e-services, enabling in particular the use of information and maps, receiving messages and alerts, reporting failures and faults, handling fees and access to waste export schedules is also an element of the order.

The contract also provides for the level of cybersecurity to be increased and the equipment infrastructure of the Ordering Party supplemented by the delivery, configuration and launch of the server with the operating system.

The contractor will be required to perform all the work necessary to properly run and operate the solutions provided, including the provision of required licenses, installation and configuration of software, migration and data import, implementation of integration, testing, training and instructions, and transmission of the required documentation.

The detailed scope of the subject-matter of the contract, including functional, technical, integration requirements, concerning security, data migration, implementation, training and hardware infrastructure, is set out in Annex 1 to the SWZ – Detailed Description of the Procurement Subject-matter (OPP).
