What the buyer wants
The subject matter of the contract is the execution of services falling within the scope of the contract: "Digitalisation of the Bierun County and Subsidiary Units" – in the scope of the Regional Road Administration in Bierun, which includes an increase in the level of use by citizens, business and administration of public services provided by electronic means, by creating and making public e-services available, based on the digitisation of back-office processes and digitizing and making data available in the Regional Road Administration in Bierun.
The subject matter of the contract is in line with the objective: to reap the benefits of digitalisation for citizens, businesses, research organisations and public institutions, as well as separate intermediate objectives that translate into project types:
- Digitalisation of back-office processes in public service providers and smart city components,
- Creating and developing public e-services,
- Digitization and sharing of data. In addition, the subject of the contract covers:
- spatial data in the area of public roads. This contract will develop applications based on digitally available public sector information and modern technological solutions will be implemented and analogue data will be digitised to make them available in public e-services.
- improving the service of citizens and entrepreneurs in further digitalisation of administrative processes (back-office), which will enable citizens and entrepreneurs to use existing and newly created services provided by electronic means at the fifth level of their maturity,
- digitalisation of databases necessary to achieve electronic implementation of e-services, including mobile devices aimed at citizens and entrepreneurs, and to create conditions for their undistorted, harmonised operation,
- expanding the IT back-office software back-office digitalisation
- expanding the IT facility in the form of the necessary IT infrastructure providing seamless, as well as cyber-safe, back-office software and providing e-services,
- ensuring the interoperability of ICT systems for the operation of public registers, ensuring the launch of e-services, by developing and expanding IT solutions in the field of electronic administration and geoinformation.

The number of points for this criterion will be calculated on the basis of the total price (price), calculated according to the assumptions described in the contract documentation and included in the tender form by each Contractor, on the basis of the calculation from the price form.
- “WARRANTY PERIOD FOR THE SOLUTIONS OFFERED" (G)40%
For the purposes of this proceeding, the guarantee for the solutions offered shall mean a voluntary commitment. Contractors concerning the quality of the subject-matter of the contract, including the responsibility for its correct operation, quality and inability for the declared warranty period. Under the warranty, the Contractor is also required to provide technical support of 100 man-hours for each period of 12 months of warranty started. This means that the declaration of a minimum guarantee period of 12 months is equivalent to the obligation to provide 100 man-hours of technical support during that period. This criterion will be assessed on the basis of the guarantee period declared by the Contractor in the tender form according to the rules laid down in the procurement documents.
