Eligibility Criterion 3.1.1 Partnership with IBM as a manufacturer of power hardware and software to prove technical and professional performance Please submit proof of a valid partnership "Platinum Business Partner" of IBM in the area of Powersystems the status "IBM Partner plus platinum". Eligibility criterion 3.1.2 - Proof of a Premier Business Partnership (RHEL) To prove technical and professional performance, please submit proof of a valid partnership with the classification "Premier Business Partner (RHEL)". Eligibility criterion 3.1.3 - Proof of a Public Sector Specialized Partnership (RHEL) To prove technical and professional performance, please submit proof of a valid partnership of the classification "Public Sector Specialized Partner (RHEL)".

Selection Criterion 2.1 - Reference To demonstrate technical and professional ability, please submit a suitable reference relating to the service in question using the reference template. The service areas cover the following technical focal points: operating system knowledge (both for AIX and RHEL) and the associated knowledge in cluster technologies and network architecture. Demonstrate your capability for the subject matter of the contract and your relevant experience for this on the basis of the references. In the case of consortia/bidding consortia and/or the involvement of subcontractors, the planned division of tasks among the participating companies must be described, and a company profile must be submitted for each participating company. The company profile must enable the contracting authority to obtain a comprehensive picture of the bidder or the consortium and serves as one of the bases for determining suitability. The company profile must demonstrate that the bidder is suitable to perform the services with regard to the aspects detailed regarding technical and professional ability. In the case of consortia and bidders that involve other companies within the framework of reliance on third-party capacities, the service provider of the reference—i.e., the relevant member of the consortium or the entity lending capacity—must be indicated in the reference template in the field "Reference of candidate / bidder". Please use the reference template multiple times if necessary. In particular, the following information must be provided for the references:  Description of the services performed,  Value of the contract in EUR, based on the relevant reference period,  Period of performance,  Indication of the responsible contact point at the client of the reference with address and contact details.  In addition, the following minimum requirements apply to the specified references: a) The reference must cover a contract from a contracting authority within the meaning of Section 99 of the German Act against Restraints of Competition (GWB); b) The subject matter of the contract comprises development and support services; c) The subject matter of the contract comprises the following technical focal points: operating system knowledge (both for AIX and RHEL on IBM Power) and the associated knowledge in cluster technologies and network architecture; d) The reference must not be older than three years (the decisive factor is the date of the last performance of services – calculated up to the date of the contract notice); e) The reference must have a minimum duration of 12 months; any interruptions in the performance of services do not count towards the minimum duration (the decisive factor is the duration achieved up to the date of the contract notice); f) The scope provided by the company within the reference comprises at least 1,150 person-days (PT)/year in each case, or the value of the contract for the respective reference corresponds to at least EUR 1,400,000.00/year (net). If it is a reference that has not yet been completed, the performance level achieved to date must be stated. Performance levels not yet realized cannot be taken into account. Only one reference is required here. You are free to provide additional references. Since replacing a non-compliant reference with a compliant reference submitted after the deadline is not possible and leads to the exclusion of the bidder in the respective cases, the procurement office of the ITZBund recommends submitting a list of additional references considered compliant. ITZBund reserves the right to verify the references provided. Information that does not withstand verification may lead to exclusion from the procurement procedure. Eligibility criterion 2.2.1 - Number of technical specialists For proof of human capacity, please indicate the number of subsequent technical specialists who are to be employed in connection with the provision of services. Professionals shall meet the minimum requirements set out in points 2.2.1.1 and 2.2.1.2. In addition, the following certifications must be obtained for at least one of these professionals: • IBM Certified Administrator - Cloud Pak for Security V1.10 PLUS Red Hat Certified • IBM Champion 2025 • IBM Champion 2026 Within the professional pool, this certification must be obtained at least once. The requirement is also considered to be fulfilled if a professional can demonstrate all certifications (personnel union). In this respect, compliance with this requirement requires at least one or a maximum of three certified professionals in accordance with points 2.2.1.1 and/or 2.2.1.2. Certifications shall be valid at the time of the expiry of the time limit for the submission of tenders and shall not be older than three years from the date of publication of the procedure in question. Eligibility criterion 3.1.4 - Proof of technical and professional performance (information security management system according to ISO 27001) To demonstrate technical and professional performance, please provide proof of valid certification through an ISO 27001 information security management system or equivalent.

Eligibility criterion 1.1 For the purpose of proving economic and financial capacity, the total turnover/turnover in the field of activity of the contract for the last three financial years (2023-2025) shall be provided. The required sector-specific minimum net turnover for each financial year is EUR 3,000,000 (net). The net annual turnover is then area-specific if it relates to the displayed service contents of the installation "Service Description". Please send the completed system self-declaration turnover, which proves the respective annual values of the last three financial years before order notice. In the case of groupings of bidders, the turnover of the respective bid constellation is added. In the case of a group of tenderers, the Annex self-declaration turnover shall be completed by the authorised member of the group of tenderers for the respective members of the group of tenderers. In the case of bidders involving other undertakings under the Eligibility Loan, the abovementioned minimum turnover for the last three financial years shall be disclosed by the undertaking providing the Eligibility Loan. Please send the completed plant self-declaration turnover for each suitability granting company. If you cannot provide the documents for legitimate reasons, please inform the awarding authority of the ITZBund of these reasons and provide other suitable proof of economic and financial capacity. The awarding authority shall then, at its reasonable discretion, decide on the acceptance of the alternative proof.
