1. The offer is annexed to the extract (copy) from the commercial register or Attach a professional register of the State in which the undertaking is established, insofar as the undertaking is registered there, or a comparable proof of the permitted professional practice. 1. The company shall disclose its total annual turnover in the EU (net) in the last 3 completed financial years. Minimum turnover: A minimum turnover of EUR 20,000,000 (net) per financial year is required. If this minimum turnover is not reached, the offer is excluded from the further rating.
2. The company must declare its turnover in the field of activity of the tender contract in the EU (net) in the last 3 completed financial years. Minimum turnover: A minimum turnover in the field of activity of the order in the amount of 10,000,000.00 euros (net) per financial year is required. If this minimum turnover is not reached, the offer is excluded from the further rating.

The company must declare that it has an existing company liability insurance and submit a current insurance confirmation(s) (copy) with an indication of the insured risks and the respective amounts of cover as an investment.

1. Provide the average number of employees of the company in the field of activity of the contract in the last 3 completed financial years.
2. Specify the number of available project staff.Minimum Requirement: Project Manager: Minimum Number 2 IT/Solution Architect: Minimum Number 3 X-Road Specialist: Minimum Number 4 Software Developers: Minimum Number 10 DevOps/Platform Specialist: Minimum Number 4 Security Specialist: Minimum Number 2 Data/Interoperability Expert: Minimum Number 5 Subject/Governance Expert: Minimum Number 2 AI/AI Engineering Specialist: Minimum Number 3 Law-as-Code Expert: Minimum Number 5 If the minimum numbers for the bidder/quality specialist (including any subcontractor/accommodation lending company) are not reached in total, the offer will be excluded from the further rating.

The company designates services that are comparable to the advertised service (references). Minimum requirements: At least two comparable references are required.

A reference is considered to be comparable only if it includes at least the following requirements (minimum requirements per reference): -X-Road and NOOTS implementation in a public administration: provision of the full design AND technical implementation of a productive X-Road infrastructure (central server + min.). 3 subsystems) including NOOTS connection in a public administration. Own contribution of the company of at least 150 person-days. The reference project is productive.

Interoperable data exchange in a multinational or multi-institutional EU context: providing the design or implementation of a cross-border or multi-state/administrative data exchange system for secure, interoperable and sovereign data transmission in line with the EU data strategy (e.g. X-Road Cross-Border, eIDAS services, eDelivery). The reference project is productive.

Governance and standardisation for an e-government infrastructure: providing the development and adoption of a governance framework or technical standards for an inter-agency platform. As well as participation in at least one national or EU standardisation body (e.g. NIIS, FITKO, KoSIT, IT Planning Council). - Use of open source components in an e-government project: participation in the productive introduction and operation of open source software in a public administration.

The open source components used must be explicitly named (e.g. X-Road, OpenDesk, Nextcloud, Keycloak or similar). If these minimum requirements are not met, the offer is excluded from the further evaluation.

The company attaches the following proofs in an installation: - proof of a quality management system according to DIN EN ISO 9001 - proof of an information security management system according to DIN EN ISO/IEC 27001 These are minimum requirements. If the corresponding proofs cannot be provided, the offer is excluded from the further evaluation.
