What the buyer wants

The subject of this procurement procedure is the conception, development and implementation of an open source application throughout the Eifelkreis. This should be available free of charge for end users both as a web application and as a mobile application for Android and iOS, on the part of the client no economic goal is pursued by the measure.

The application must be tailored to the needs of users both technically and functionally, providing a seamless and user-friendly experience, both in the web application and mobile versions. Here and in the following, the solution to be developed is referred to as HeimatApp. The HeimatApp is intended to bundle central information, news and functions, e.g. in the areas of digital citizen services and regional events, mobility, community and participation in one place.

In doing so, it should grow modularly over the performance period and, if possible, be operated and further developed beyond the project period. It must be possible to connect other functions or applications at any time without being fixed on a specific manufacturer. These functions and applications are not yet final and should be iteratively developed in an agile process.

In addition, the topic of sustainability – operation after the end of the eligibility period – must already be taken into account during development. In the form that the main responsibility for the operation of the finished application may be transferable to selected third parties. According to the specifications of the grant decision of the funding provider, a suitable app of a model project Smart Cities (MPSC) is to be reused.

The client has carried out a market and solution search for existing MPSC applications in advance. This analysis has shown that several basically suitable solutions are available on the market, and that among them the solution of the KODI developer community appears to be particularly suitable for the requirements and structures of the client. However, this does not constitute a commitment to a specific provider or solution.

Offers based on other established and equivalent MPSC solutions are expressly permitted, provided that they meet the functional, technical and promotional requirements of this specification and ensure reuse in accordance with the funding requirements. The equivalence of the offered solution results from the requirements defined in the specifications
