What the buyer wants
Within the framework of the federal project KONSENS (coordinated new software development of the tax administration), the development and deployment of standardized nationwide software takes place in the domain of the state tax authorities. By way of division of responsibilities, the State of Hesse is responsible for the development and maintenance of the GINSTER procedure (basic tax information service). GINSTER manages the relevant master data for all taxpayers (e.g., name, address, bank details, etc.).
Other procedures can access this cross-sectional information, which assists with name queries and data exchange. The objective is the conclusion of a framework agreement for the procurement of support services in KONSENS project management. The personnel intended for deployment must possess the following experience:
- At least 3 years of professional experience in leading a total of at least three projects with project teams consisting of at least 10 employees, where the duration of a project must be at least 1 year.The responsibilities of project leadership include in particular: o Coordination, support, and maintenance of the assigned project o Preparation of monthly project status reports in the KONSENS environment o Coordination of the project with supplying KONSENS procedures and the extended overall KONSENS management (Central Organizational Units = ZOE) o Ensuring and complying with PM processes in accordance with KONSENS standards and procedures o Support and participation for the GINSTER procedure in the MPM specialist group and ZOE MPM The specified experience must relate to services in the KONSENS environment and must not date back more than 5 years.
- At least 2 years of experience in the preparation and maintenance of (technical) concepts as well as their implementation for operational organization or migration projects. o Preparation of documentation for KONSENS (e.g., project charters, project closure reports, operational implementation concepts, etc.) The specified experience must relate to services in the KONSENS environment and must not date back more than 5 years.
- At least 2 years of experience in operational processes of Incident, Problem, Change, Release, and Availability Management according to ITIL-ITSM, technically supported by a corresponding ticket system (e.g., BMC Remedy, Confluence, and Jira). The specified experience must relate to services in the KONSENS environment and must not date back more than 5 years.
- Bachelor's degree or Diplom degree (FH) in an IT-related discipline (e.g., business informatics) or comparable knowledge and skills acquired through practical experience.
- At least three years of experience with the project management tool InStep.
