What the buyer wants
The contractor is to provide a digital administration-wide learning platform with an integrated e-learning offer and learning management system for the city administration of Ludwigshafen as well as the business administration of Ludwigshafen. The learning management system offers a user-friendly platform for all training opportunities for the employees of the city administration of Ludwigshafen.
The e-learning offers are intended to cover the digital learning needs of the employees of the City of Ludwigshafen and the core administration of the Ludwigshafen business. The services can be offered by means of user licenses and/or company licenses. The type of licenses is not taken into account in the performance evaluation, but only in the price evaluation. The price sheet is accordingly designed in such a way that the license type with the more favorable price is taken into account.
According to §5 TVÖD, a high level of qualification and lifelong learning are in the common interest of employees and the city administration of Ludwigshafen as an employer. Demand-oriented training and further education measures contribute to increasing the effectiveness and efficiency of the public service, the promotion of young talent and the targeted development of skills. A comparable provision results for civil servants from §22 of the Land Officials Act.
The platform is to be made available to all active employees of the City Administration of Ludwigshafen and some of the employees of the Ludwigshafen Business Administration (WBL). Excluded are employees without emoluments and those who are in the exemption phase of part-time retirement. The expected number of employees is about 4,100 employees at the City Administration of Ludwigshafen and about 250 employees at the Ludwigshafen Economic Company (WBL).
The stated number of employees was only collected for calculation purposes. The city administration of Ludwigshafen and the WBL cannot guarantee a final number of employees for the coming years. The aim of the call for tenders is a legally secure, economical and scientifically sound provision of services by the contractor.
