Modern management of landscape and road infrastructure through resource inventory and the construction of spatial databases, as well as the launch of new e-services in the city of Zduńska Wola

The contractor shall comply with the condition of participation in a technical or professional capacity procedure if it demonstrates that: 1) in the area of experience, i.e.:

1. during the last three years before the deadline for the submission of tenders, and if the duration of the activity is shorter, during that period, he has duly carried out at least one service involving the carrying out of public road inventory of a total length of at least 100 km using a mobile mapping system (MMS), including the inventory of at least 75000 components of road infrastructure (including, in particular, vertical marking, horizontal marking, road safety devices and street lighting for min. 4000 units of light).The service had to include the development of spherical photo-recording with a minimum resolution of 80 megapixels, integrated into the cloud of the LiDAR 3D points in natural colours, together with generating on their basis the orthophototomaps of the roadway,
2. in the last three years before the deadline for the submission of tenders, and if the period of operation is shorter – during that period, he has duly performed at least one service covering the recording of objects in the road lane on the basis of data from the mobile mapping system (MMS), including spherical and mobile laser scanning, for public roads with a minimum length of 100 km, in which a total of at least 75000 elements of road infrastructure (including, in particular, vertical marking, horizontal marking, road safety equipment and street lighting for min. 4000 pieces of light points),
3. in the last three years before the deadline for the submission of tenders, and if the duration of the operation is shorter, he has performed a duly at least one service covering the digital registration of advertising vehicles located in urban space, in the form of the GIS 3 km database (photo-based) and a 100 km network based on the spectrum of the spectrum of the M The records had to be executed for the implementation of the landscape resolution (in accordance with Article 37a of the Spatial Planning and Planning Act) and contain an assessment of their compliance with the provisions of that resolution;

The contractor shall comply with the condition of participation in the technical or professional capacity procedure if he demonstrates that: 1) in the area of experience, i.e.: (d) during the last three years before the expiry of the time limit for the submission of tenders, and if the period of operation is shorter, he has duly delivered at least one desktop GIS 3D software integrated with the opensource QGIS application, designed for advanced users to visualize, edit and analyse data, including high-resolution spherical photo-recording, integrated with a 3D cloud through free movement, perform measurements of objects visible on the sphere (in particular length, width and height) and display vector data.

The software is allowed to be a dedicated plug-in / add-on for QGIS; f) over the last three years before the deadline for the submission of tenders, and if the period of business is shorter – during that period, it has duly carried out at least one delivery of the road infrastructure management system with its implementation (allowing in particular the automatic generation of road books based on existing road records, photo-registration and mobile laser scanning, runway management) operating in the web browser, without the need to install software on users' computers, including plugins. As part of the supply, the system was integrated by the API into the contracting document circulation system;

The Contractor shall comply with the condition of participation in the procedure concerning technical or professional capacity if it demonstrates that: 2) with regard to the disposal of persons directed by the Contractor for the performance of the contract, enabling the performance of the contract at an appropriate level of quality, i.e.: The condition will be met if the contractor proves that he has, or will have, the following persons capable of performing the contract:

1. the Project Manager with: i. a second-degree IT education;ii. experience in the function of Project Manager acquired in the execution of at least 3 projects, with a total value of not less than PLN 3,000,000 gross, each of which included: − inventory of 150 streets using a mobile mapping system, − development of spherical photo-registration with a minimum resolution of 80 megapixel on a sphere, integrated with a coloured cloud of LiDAR 3D points in natural colours, − generation on the basis of collected data orthophotomap of the carriageway, − implementation of a system allowing viewing the above data sets, providing in particular free movement of data, performance of 3D measurements (length, width, height), viewing historical data and the imposition of vector data;iii. knowledge of project management methodology confirmed by the current PRINCE2 certificate or certificate issued by Project Management Institute (PMI), or certificate issued by the International Project Management Association (IPMA).
2. A mobile mapping data specialist with professional experience in generating, based on data from a mobile point cloud mapping system and an orthophototomaps for public roads with a minimum length of 500 km. c) Specialist of vector layers of GIS with professional experience in developing vector layers of GIS objects located in the road lane (vertical marking, horizontal marking, road infrastructure equipment, road belt design) based on data of mobile mapping system (including spherical photo-registration, mobile laser scanning) for public roads of a minimum length of 500 km, on which a total of at least 15000 elements of road infrastructure have been identified (including vertical marking, horizontal marking, road safety devices and street lighting). d) A specialist in 3D advertising records with professional experience in the development of digital 3D advertising records located in urban space (in and out of the lane) in the form of 3D GIS spatial data – 3D polygons - based on a cloud of 3D points and a spherical photo-recording from a mobile mapping system for roads with a minimum length of 500 km, including the identification of the following characteristics of advertising: location of advertising, type of advertising medium, type of mounting, location, determination of whether advertising is a sign, width of advertising, length of advertising, number of advertising surfaces, total advertising area, height of the lower edge of advertising from the ground, advertising coordinates, assessment of the conformity of advertising with a landscape resolution which was made in urban space for the implementation of the landscape resolution referred to in Article 37a of the Act of 27 March 2003 on spatial planning and use. e) Specialist road infrastructure management systems with professional experience in implementing the road infrastructure management system (allowing the automatic generation of road books on the basis of existing road records, photo-registering and mobile laser scanning, runway management) operating in web browser (without the need to install software on users' computers, including plugins).

The Contracting Authority shall inform that if the contracts are shown in a currency other than PLN, the conversion of value into Polish currency will take place on the basis of Table A of the NBP average rates on the date of publication of the notice of the contract in the Official Journal of the European Union.

The Contractor shall comply with the condition of participation in a technical or professional capacity procedure if it demonstrates that: 3) With regard to the technical potential of the Contractor The Condition will be fulfilled if the Contractor proves that he has, or will have, 1 zero-emission electric vehicle equipped with mobile mapping systems:

1. allowing simultaneous spherical, human and mobile laser photo-scanning within a radius of at least 70 m, precision up to 3 cm, with the efficiency of scoring a minimum of 600,000 points per second, ensuring mutual synchronisation in time and space and high geoposition precision.
2. equipped with a high-resolution spherical photogrammetric camera with a total resolution of at least 100 megapixels providing the following field of view: horizontal: 360 vertical 180 degrees, providing spherical panoramas with a minimum resolution of 14400 × 7200 px c) equipped with a GNSS-RTK receiver capable of positioning a position based on GPS, GLONAS, Galileo, BeaDo satellites.The measuring system shall also be equipped with an inertial system (IMU), allowing precise measurement of the distance travelled, which will allow the location to be determined even if the GNSS signal is lost. IMU must cooperate with the scanning and photo-recording device.
