The average group/total turnover in the years to be specified (2023,2024,2025) must be at least the following turnover per annum: 500.000,00 EUR The minimum requirements for the average group/total turnover shall be met for each of the last three completed financial years. If the minimum requirement is not met, the eligibility requirement shall be deemed not to be met and the applicant/candidate community shall be excluded from the further procedure.

The bidder declares that it has averaged the following numbers of employees in the last three financial years (2023,2024,2025): 8 Minimum requirements for the average number of employees shall be met for each of the last three financial years completed. If the minimum requirement is not met, the eligibility requirement shall be deemed not to be met and the applicant/candidate community shall be excluded from the further procedure.

Taking into account the minimum requirements required, the tenderer/group shall provide the following information on references of at least 3 projects over the last 3 years comparable to the service to be awarded. The benchmark for the comparability of the services is the description of the service in the specification of services. Information should be provided on the following points: Title Reference project Description of the service provided Enterprise that provided the service (company of the individual bidder or the member of the group of bidders or the company whose skills are used) Client (with address) Contact person at the Client (with telephone number): Volume of own service provided: in EUR net period of service provision of the service provided (from MM/YY to MM/YY). In addition, the following 5 specifics are requested, which are each rated with an additional point: 1. project management and control according to Scrum (1 point), 2. storage room management / self-storage (1 point), 3. e-commerce – operation of an online booking platform (1 point), 4. smart home integration of digital access and security solutions (IoT) (1 point), 5. integrated online payment processing (payment gateway) (1 point), each reference must meet at least three of the five specifics. Only such references are considered suitable. The minimum number of points to participate in the offer phase is 30 points. The evaluation of the submitted references is based on the completed reference and the number of fulfilled specifics: - 10 points per completed reference with three specifics - The above reference can reach up to 2 additional points (one point per additional specifics) Maximum achievable through the two mandatory references: 36 points (3 x 12) For the bidding phase, a maximum of four applicants with the highest score from the evaluation of the references will be admitted. Applicants can voluntarily submit up to two additional references. These are only included in the evaluation in the case of a tie. No other consideration is given. In the case of a point tie, the selection is made as follows: Extra points (for fully fulfilled references) are given priority. If there is still a tie, up to two additional voluntary references will be used and evaluated. These must meet the same requirements as the mandatory references. The additional assessment shall be made solely to establish a clear order of precedence. Applicants who do not meet the minimum requirements of three appropriate references with at least three specifics met (equivalent to 30 points) shall be excluded from the further procedure.

The applicant / the applicant community shall provide sufficient professional liability of at least € 3 million for a negligently caused individual damage, with the exception of damages resulting from injury to life, body and health. In each case twice maximized on all insurance cases. Proof of professional liability must be provided at least 10 calendar days after the award of the surcharge

The average turnover of comparable services in the years to be specified (2023,2024,2025) must be at least the following turnover per annum: 80,000.00 EUR The minimum requirements for the average turnover of comparable services must be met for each of the last three completed financial years. If the minimum requirement is not met, the eligibility requirement shall be deemed not to be met and the applicant/candidate community shall be excluded from the further procedure.

The applicants/candidate community shall complete the attached Excel table (102-26 Requirement Catalogue) and indicate whether each requirement is met. The K.O. criteria must be met. If a requirement marked as "K.O." is not met, the applicant / applicant community will be excluded from the further procedure. The other requirements are weighted with 10 or 5 points in the context of technical performance. A total of 425 points can be achieved. For further consideration in the procedure, a minimum of 200 points must be achieved. The cumulative prerequisite for further consideration is thus full compliance with all the K.O. criteria of the requirements and the achievement of the minimum score of 200 points.

The applicant/in the case of applicant associations the authorized representative for all members of the applicant association declares that he/she fulfils/fulfills all legal (in particular professional) requirements for the performance of the offered service, • neither opened the insolvency proceedings nor a comparable statutory procedure or applied for the opening or this application has been rejected due to lack of mass, • he/she is/are not in liquidation, • he/she has/have committed no serious misconduct in the course of his/her professional activity as a possible provider of the advertised services, • he/she has/have duly fulfilled his/her obligation to pay taxes and duties as well as to pay the contributions to the statutory social insurance according to the legislation of the member state of the client, • none of the persons whose conduct is attributable to him/her has/have been legally convicted for one of the reasons stated in § 123 GWB, • he/she is/are aware that a false indication can lead to the exclusion from the applicant group, • in particular the information made and declarations 1 MiLoG still the requirements for an exclusion according to § 21 Abs. 1 AEntG or §98c AufenthG, Gewobag reserves the right to request suitable proof from the applicants/candidate associations before awarding the contract in order to be able to check the self-declarations submitted. If, upon request by Gewobag, the candidate/candidate community does not provide the required evidence, does not provide it in due time or does not provide it in full, the candidate/candidate community is necessarily excluded from the further procurement procedure. In the case of applicants / associations of applicants from other EU countries, Gewobag must provide the required proof according to the law of their home country. As far as information from the Central Commercial Register is concerned, the register must provide information on the following processes: administrative decisions (trade bans, withdrawal of permits, concessions, etc.), waivers of admission to a trade or other economic enterprise during a withdrawal or revocation procedure, fine decisions for administrative offences committed in or in connection with the exercise of business as well as certain criminal convictions for crimes committed in or in connection with the exercise of business. All evidence, certificates or Declarations shall also be made to subcontractors at the request of the contracting entity. This requirement also applies to subcontractors of applicants from other EU countries.
