The Contracting Authority shall require compliance with: technical or professional capacity: The Contracting Authority shall consider the condition to be satisfied when the Contractor demonstrates that during the last 5 (five) years before the deadline for the submission of tenders, and if the period of business is shorter, during that period, he has duly executed at least two orders for two different entities which have been subject to the delivery and implementation and maintenance for a minimum of 6 months of the staff-paying system, including as a module of the ERP class system, with:

1. the value of each contract not less than PLN 1 000 000,00 gross,
2. within each contract the system operated at least 200 employees,
3. at least one contract has been executed for the public finance sector unit.Note: For the assessment of compliance The Contracting Authority shall consider that the supply and implementation of the system have been duly completed when the system has been delivered and implemented within the time limit specified in the contract and received without any comments and, in the case of comments, all irregularities have been removed within the time limit and no contractual penalties have been imposed.The experience of economic operators shall not be summed up, which means that: in the case of Contractors applying jointly for a contract, the above condition must be fulfilled in full by one of the Contractors applying jointly for a contract. 1. A completed project shall be considered to be a project in which the system or the project covered by the system's scope has been received and marketed.
2. One person may be designated to perform no more than two functions if he or she fulfils the requirements laid down for each of these functions, subject to point (c) below.
3. The functions of the project manager cannot be combined with another function.
4. The requirements shall specify the minimum key staff and shall not limit the contractor's obligation to refer more people to the performance of the contract, if necessary for the proper and timely performance of the Agreement (e) In the case of economic operators jointly applying for a contract, the condition may be met together for all Contractors.Before selecting the most favourable offer, the contracting authority shall call on the contractor whose tender has been rated at most to submit, within a specified time limit of not less than 10 days, the following measure of evidence, i.e. To confirm the fulfilment of the conditions for participation in the procedure: a list of persons sent by the contractor for the performance of the public contract, meeting the requirements set out in point 6.2.4 of Chapter 6 of the WWZ, together with information on their professional qualifications, powers, experience and education necessary for the performance of the public contract, as well as the scope of their activities and the basis for having them, is set out in the Annex to the WWZ.
