Purchase of licenses, implementation and launch of e-services along with the purchase of training and equipment as part of the project Digitalization of public administration in the Municipality of Janów

The Contracting Authority shall specify that the above condition will be fulfilled if the Contractor demonstrates that during the last 5 years before the expiry of the time limit for the submission of tenders (and if the period of business is shorter – during that period), he/she has carried out (and in the case of repeated or continuous benefits he/she continues to carry out) duly:

1. at least two orders, each of which:
   • had a value of not less than PLN 500,000 gross,
   • included the implementation of an IT system presenting the state of obligations integrated with the field accounting system, the electronic payment system and the electronic document circulation system including the implementation and launch of min. 3 e-services from which min. 2 were at min. 4 maturity level (transaction),
   • included the delivery, implementation and commissioning of computer equipment, including minimum server and matrix and/or backup system.
2. at least two orders, each of which:
   • had a value of not less than PLN 200,000.00 gross,
   • included the delivery and implementation of the spatial information system with the implementation and launch of min. 3 e-services, of which min. 2 were at min. 4 maturity level (transaction). ADDITIONAL INFORMATION ON THE CONDITIONS OF PARTICIPATION IN THE PROCEDURE
     1. The Contracting Authority shall inform that, for the subject-matter of the contract, the capacity levels referred to in Article 112(3) of the Pzp Act are not specified in the implementing rules issued under the Act of 5 August 2025 on the certification of public procurement contractors, and therefore the Contracting Authority has described the above conditions for participation in the procedure in an independent, adequate and proportionate manner. (2) The Contractor should clearly specify in the list of contracts the scope and value of the contracts in order to determine whether it fulfils the condition of participation in the procedure.
     3. Contractors can demonstrate experience also if they have executed the required orders in the construction formula rather than in the assembly delivery formula.
     4. The values given in documents in currencies other than those indicated by the Contracting Authority will be converted at the average rate of NBP at the date of publication of the contract notice.
     5. The Contracting Authority shall indicate that in the case of Contractors jointly applying for a contract, or in the case of the use of entities making available resources pursuant to Article 118 of the Law on Public Procurement, the conditions set out in points 6.1.4, 1(a) and (b) of the SWZ may be demonstrated separately by each Contractor (the entity making available resources) subject to the condition that:

• had a value of not less than PLN 200,000 gross,
• included the delivery and implementation of the spatial information system together with the implementation and commissioning of min. 3 e-services of which min. 2 were in min. 4 of the maturity level (transaction). ADDITIONAL INFORMATION ON THE CONDITIONS OF PARTICIPATION IN THE PROCEDURE
  1.
