Purchase of software licenses for performing and verifying macroscopic traffic flow models and software licenses for performing traffic microsimulations along with accompanying services

The Contracting Authority shall consider that the Contractor capable of performing the contract properly in terms of economic or financial situation is one whose minimum annual net income over the last 3 (three) financial years, and if the period of business is shorter, for that period, was on average at least PLN 200 000,00 net.

In the case of Contractors jointly applying for a contract, this condition shall be met if at least one Contractor fulfils the condition itself, or Contractor jointly applying for a contract meets the condition together. Values given in documents in currencies other than those indicated by the Contracting Contractor shall be converted for ‘financial measures/creditworthiness’ at the average NBP rate at the date of issue of the document.

The Contractor must indicate the persons who will participate in the performance of the contract, holding professional qualifications, experience, and education appropriate to the functions to be assigned to them. The Contractor's personnel listed in items

1. and
3. below must hold manufacturer certificates in technical support and maintenance of the offered software, as well as the "Visum" software owned by the Contracting Authority, and the persons listed in items 2) and
4. below must hold manufacturer certificates in technical support and maintenance of the offered software:

1. Person proposed for the role of: Trainer for macroscopic traffic flow modeling software:
   1. required number of persons: at least 1
   2. minimum education and professional experience:  higher technical education,  at least 2 years of professional experience in using macroscopic traffic flow modeling software,  and at least 20 hours of experience in conducting training in the use of macroscopic traffic flow modeling software, within the last year preceding the deadline for submission of tenders.

2. Person proposed for the role of: Trainer for traffic microsimulation software:
   1. required number of persons: at least 1
   2. minimum education and professional experience:  higher technical education,  at least 2 years of professional experience in using traffic microsimulation software,  and at least 20 hours of experience in conducting training in the use of traffic microsimulation software, within the last year preceding the deadline for submission of tenders.

3. Person proposed for the role of: Technical Support and Maintenance Specialist – macroscopic traffic flow modeling software:
   1. required number of persons: at least 1
   2. minimum professional experience:  at least 2 years of professional experience in the role of a technical support specialist for macroscopic traffic modeling software.

4. Person proposed for the role of: Technical Support and Maintenance Specialist – traffic microsimulation software:
   1. required number of persons: at least 1
   2. minimum professional experience:  at least 2 years of professional experience in the role of a technical support specialist for traffic microsimulation software.

Due to the specific nature of the work performed, the Contracting Authority requires that all persons specified above be employed on the basis of an employment relationship. The Contracting Authority requires the Contractor to have at least 2 (two) persons capable of performing the contract within the scope of items 1)–4), provided that:

• The Contracting Authority allows for a situation where the person conducting training in macroscopic traffic flow modeling software and the technical support and maintenance specialist for macroscopic traffic flow modeling software are the same person, provided that they possess the education and experience specified in items 1 and 3, or in items 1, 2, 3, and 4 above, as well as a certificate in technical support and maintenance of the offered software and the "Visum" software,
• The Contracting Authority allows for a situation where the person conducting training in traffic microsimulation software and the technical support and maintenance specialist for traffic microsimulation software are the same person, provided that they possess the education and experience specified in items 2) and 4), or in items 1), 2), 3), and 4) above, as well as a certificate in technical support and maintenance of the offered software.

In the case of Contractors jointly applying for the award of the contract, this condition will be met if at least one of the Contractors meets the condition individually or the Contractors jointly applying for the award of the contract meet the condition jointly.

The Contracting Authority shall consider that the Contractor capable of performing the contract in terms of technical or professional capacity is one which, during the last three years before the deadline for the submission of tenders and if the period of business is shorter, has completed, and in the case of periodic or continuous benefits, he shall also carry out at least: (a) one supply combined with a technical support and maintenance service for the execution and verification of macroscopic movement models, for a period of at least 12 months, with a value of at least PLN 250 000,00 gross each, and (b) one supply combined with a technical and maintenance service for the execution of microscopic movement models, for a period of at least 12 months, with a value of at least PLN 80 000,00 gross each.

In the case of supplies currently being carried out combined with technical support and maintenance of software for the execution and verification of macroscopic traffic flow models, hereinafter ‘macro deliveries’, only macro deliveries with a value of at least PLN 250 000,00 gross each which are executed for a period of at least 12 months shall be specified.

In the case of supplies currently carried out combined with technical support and maintenance of software for the execution of microscopic models of movement further ‘micro deliveries’, only the supply of micro with a value of at least PLN 80 000,00 gross shall be specified each which is carried out for a period of at least 12 months.

In the case of Contractors jointly applying for a contract, this condition shall be met if at least one Contractor fulfils the condition (a) and at least one Contractor fulfils the condition (b) or at least one Contractor fulfils the condition (a) and (b).
