Technical assistance and maintenance of the integrated city management system OTAGO

The contractor must demonstrate that during the last 3 years, and if the duration of the activity is shorter – during that period, he has carried out or performs duly at least 2 services involving technical assistance and maintenance of the Oracle-based system, covering at least 10 modules corresponding to the thematic scope of the modules indicated in the description of the subject matter of the contract (Annex No 2 to the SWZ), for a minimum of PLN 500 000,00 gross.

Note: If the Contractor cites experience in the implementation of services performed jointly with other contractors, a service (range) in which the Contractor directly participated shall be shown. Note: In case of performance and not yet completed service, The Contractor shall indicate for what amount the value until the closing date for the submission of tenders has been fulfilled. This value will be taken into account for the assessment of compliance.

Note: The Contracting Authority does not specify a specific way of fulfilling the condition set out above by Contractors jointly seeking the award of a contract (no use of the disposal provided for in Article 117(1) of the Act).

Note: If the Contractor designates, in order to demonstrate the fulfilment of the condition of participation, a currency other than the Polish currency (PLN), the average rate of NBP will be used for its conversion at the date of publication of the contract notice in the Official Journal of the European Union.

The contractor whose offer will be assessed at most (before the selection of the most favourable tender), in order to demonstrate the fulfilment of the above condition of participation in the proceedings, shall be invited to submit the following evidence (currently as of the date of submission): a list of services performed and, in the case of services which are repeated or continuously also performed, over the last 3 years, and if the period of activity is shorter, within that period, together with their values, subject matter, execution dates and entities to whom the services have been carried out or are performed, and the addition of evidence of whether those services have been performed or are performed duly.

Note: The evidence in question is references or other documents drawn up by the entity for which the services have been carried out, and in the case of recurrent or continuous benefits they are performed, and if the contractor, for reasons beyond his control, is unable to obtain these documents - the contractor's statement; in the case of repeated or continuous benefits, references or other documents proving their proper execution should be issued within the last 3 months.

The Contractor or entity making available its resources to the Contractor in order to confirm the absence of grounds for exclusion and to fulfil the conditions for participation in the procedure, instead of the relevant body of evidence, may lodge a certificate confirming the certification of public procurement contractors in the scope referred to in Article 3(2)(1) or (2) of the Act of 5 August 2025 on the certification of public procurement contractors (Journal of Laws of 1235, as amended).

The contractor must demonstrate that the person or persons required to perform this contract is in possession of an OCP certificate (Oracle Advanced PL/SQL Developer Certified Professional) together with an OCA certificate (Oracle PL/SQL Developer Certified Associate) and a minimum of 3 years of experience in working on Oracle systems, (b) having a minimum of 2 years of experience in managing, configuring and administering JBoss Application Server (Wild Fly) product.

The contractor whose tender is to be the highest rated (before the selection of the most favourable tender), in order to demonstrate the fulfilment of the above condition of participation in the procedure, shall be called upon to submit the following personal evidence (updated at the date of their submission): a list of persons referred by the Contractor to perform the public contract, in particular those responsible for the provision of services, quality control, together with information on their professional qualifications and experience necessary for the performance of the public contract, as well as the extent of the activities they carry out and information on the basis of their disposal.

The Contractor or entity making available its resources to the Contractor in order to confirm the absence of grounds for exclusion and to fulfil the conditions for participation in the procedure, instead of the relevant body of evidence, may lodge a certificate confirming the certification of public procurement contractors in the scope referred to in Article 3(2)(1) or (2) of the Act of 5 August 2025 on the certification of public procurement contractors (Journal of Laws of 1235, as amended).
