Tender for the operation, hosting and further development of the website www.kkh.de including migration to a future-proof CMS system

The amount of gross annual turnover over the last three years (2023, 2024 and 2025) shall be reported. This must be at least annually: 1 million EUR gross in the area of operation, support and development of websites.

Proof of a corresponding professional liability insurance or company liability depending on the type of company of the applicant in copy with a - liability coverage amount of at least 1.000.000 EUR per insurance case lump sum for personal and property damage - property damage insurance (including data protection / cyber) by at least. EUR 5,000,000 per insured event for direct financial loss maximized 2 times. For proof, the confirmation of the insurer must be submitted in copy.

The insurance shall be maintained throughout the term of the contract. Alternatively, in the case of an order, a corresponding insurance must be concluded at the first request of the customer. For this purpose, a declaration by the insurer must already be enclosed when submitting a participation application that the insurer is ready to conclude a corresponding insurance. The presentation of the declaration of the insurer in uncertified copy is permitted.

Nomination of three reference projects from the last 3 years, which the applicant has carried out as responsible contractor and which are comparable in terms of content, scope and industry with the service advertised here and fulfil an order volume of at least 100,000 EUR gross. Comparable projects are services for migration, further development, service and support services and hosting of a website with a CMS in productive use.

Of these, at least one reference project must be proven, which experience in the realization of complex web platforms for regulated industries (e.g. healthcare, insurance, public clients). The reference project(s) shall meet the following requirements: it is mandatory to attach detailed project descriptions of the reference projects on a separate annex. This also has to contain an overview of the technologies, tools and procedures used. The following points are mandatory to present:

• Description of the services provided Frontend and Backend
• Background / Problem / Challenge

• Strategic and procedural approach
• Implementation
• Experience in interface integration & System connection: Proof of reliability (quality & operations): For the interfaces described in the references, it must be clearly demonstrated that mechanisms for robust error handling (e.g. automated retry processes, logging, timeouts) as well as health checks and alerting were successfully implemented in live operation. Minimum requirement: It must include the successful connection per reference of at least one of the following system categories to the offered CMS:
  1. HR / applicant management systems
  2. newsletter or marketing automation systems
  3. map, location or geoservices
  4. web controlling / analytics tools (data protection compliant / GDPR)
  5. CRM, backend or third-party systems

Present a reference project from the years 2023 to 2025, in which the requirements for accessibility according to BITV 2.0 (based on WCAG 2.1 or 2.2, Level AA) have been successfully and demonstrably fulfilled (e.g. by a BITV test, an accessible seal of approval or a well-founded declaration of conformity). In particular, explain the problem and objectives, your methodological approach and any programs used. It is mandatory to attach detailed project descriptions of the reference projects on a separate annex. The following points are mandatory:

CVs shall be used to describe the professional qualifications of the staff intended for use. The CVs shall present in detail the qualifications and experience of the persons. As a minimum, the requirements of the specifications (see point 4.1.2) for the following items or Areas are proven:

Information security: The applicant demonstrates that the infrastructure/data center used for hosting and operating the website has a valid ISO/IEC 27001 (or equivalent) certification (proof by certificate of the hoster). For the applicant himself, proof of his own ISO 27001 certification or proof of an established internal information security management system (ISMS) based on ISO 27001/27002 (e.g. by submitting IT security guidelines) is sufficient. Compliance shall be maintained for the entire duration of the contract.
