The annual turnover with services comparable to the subject of ZEUS must be at least 18,000,000 euros net per financial year in the last three completed financial years.
Comparable services are in particular the operation of integrated end user services, service desk, field service, endpoint management, collaboration, messaging, telephony, client security, IT service management as well as associated transition, governance and service integrator services. Positive EBIT margin The average EBIT margin of the applicant or the applicant community must be positive over the last three completed financial years.
The decisive factor is the arithmetic average of the EBIT margins for these three financial years.
Professional Liability and Company Liability Insurance The applicant or the applicant community must have a professional and company liability insurance with the following minimum amounts per claim or confirm that a corresponding insurance is concluded at the latest before the conclusion of the contract: 10,000,000 euros for personal and property damage, 5,000,000 euros for property damage, 5,000,000 euros for damages arising from data protection, information security or cyber events.
Coverage must be available at least twice per year of insurance. The applicant or the association of applicants must confirm that at the end of the period of participation: no insolvency proceedings or similar proceedings have been applied for or opened, there is no insolvency or over-indebtedness, no circumstances are known that specifically jeopardize the economic continuation of the company during the intended period of performance.
In the case of a candidate/consortium, as well as in the case of a qualifying loan, the turnover of the members is added, provided that the members are jointly responsible for the performance of the contract. If the applicant invokes the economic or financial capacity of another company, the applicant must prove that the necessary funds are actually available throughout the term of the contract.
The applicant and the qualifying company must be jointly liable according to the extent of the qualifying loan. (2.Economic selection criteria) If there are more suitable candidates than are to be invited to submit a tender, the following economic selection criteria are additionally assessed: a Average total annual turnover 2023 to 2025, maximum 100 points – up to and including 40,000,000 EUR: 0 points, – over 40,000,000 EUR up to and including 250,000,000 EUR: 50 points, – over 250,000,000 EUR: 100 points. b Average EBIT margin 2023 to 2025, maximum 50 points – up to and including 5 percent: 0 points, – over 5 percent to and including 10 percent: 25 points, – over 10 percent: 50 points.
The required information must be given in full and truthful manner in the annex “T06 – Company Presentation Bidder” and submitted with the request to participate. The client reserves the right to request corresponding proof.
The applicant or the member(s) of the applicant community and, where applicable, the third party(s) who is(are) used must, upon request, submit an extract from the commercial register of the competent registry court. The supporting document(s) shall indicate which natural person(s) is (are) jointly authorised to represent the candidate(s) and/or third parties.
Minimum Requirement for References The candidate or bidding consortium confirms that it can verify each of the competence areas Service Desk, Field Service, M365 Management including Messaging, and Endpoint Management/Workplace Services with at least two (2) references. Each reference contract must additionally cover at least 4,000 supported employees as well as a minimum turnover of EUR 8,000,000 (net) over the contract term.
The references must at least be in ongoing operation or completed (not in implementation/transition). For completed references, the end of the contract term must not be more than 36 months in the past prior to the submission of the application to participate. Among the suitable candidates, selection will be made based, among other things, on the quality and comparability of the accepted references. Only references that meet all mandatory criteria set out in 'T07 - Reference Form' will be evaluated.
A reference is only accepted if: at least 4,000 employees were supported; the specified minimum project turnover of EUR 8,000,000 (net over the contract term) is achieved; the project is at least in ongoing operation or completed; the end of the service, relative to the reference cutoff date, was no more than 36 months ago; at least one of the seven competence areas has been confirmed. Stating a contact person and corresponding contact details is expressly requested.
However, missing or non-person-specific details do not in themselves lead to the non-recognition of the reference.
For each accepted reference, the following reference points will be awarded: one basic point for the accepted reference; one additional point for 4,500 to 5,999 supported employees; two additional points for 6,000 or more supported employees; one additional point each for each confirmed competence area: Service Desk, Field Service, M365 Management including Messaging, Endpoint Management/Workplace Services, AV Services including Videoconferencing, Fixed-Line Telephony (VoIP), and Scan/Copy/Print; one additional point if the reference customer is a CRITIS company or an energy utility.
For the competence areas AV Services including Videoconferencing, Fixed-Line Telephony (VoIP), and Scan/Copy/Print, a maximum of five extra points each across all of a candidate's references may be considered. The competence areas Service Desk, Field Service, M365 Management including Messaging, and Endpoint Management/Workplace Services are not capped in their point total. A maximum of eleven reference points can be achieved per individual reference before the application of area-specific total caps.
Non-accepted references receive zero points. A reference can cover multiple competence areas, but each reference contract may only be recorded as one line (no double scoring for a single reference). Candidates that do not meet the minimum requirement from Section 3.9 will not be considered in the further selection process. The points of all accepted references of a candidate are added together. There is no limit on the number of eligible references.
The candidate with the highest sum of reference points receives the maximum selection score of 1,000 points. The selection points of the remaining suitable candidates are determined proportionally as follows: Selection points = 1,000 × candidate's reference points ÷ highest reference score among all candidates. The score determined according to this formula is rounded to an integer and represents the score achieved in this selection criterion.
TenneT reserves the right to verify the specified references on a random basis and to request corresponding proof or confirmations. False statements may lead to exclusion from the procurement procedure. The reference contracts must be proven fully and verifiably in Annex 'T07 References'.
The applicant or member(s) of the applicant community declare(s) to have implemented an Information Security Management System (ISMS) in compliance with the requirements of ISO 27001. For applicant associations, please indicate which member(s) specifically has such an ISMS. The applicant or member(s) of the applicant community must, together with his/her application for participation, provide a certificate (valid certificate) from a registered certification body certifying the existence of an ISMS in accordance with ISO 27001. In addition, the applicant acknowledges that according to the contract a continuous certification is required for the performance period.
Order-related number of employees in Germany and EEA For the rating, all figures are added. The joint average number of employees for the financial years 2023, 2024 and 2025 is evaluated.
