How hard the competition is
Price is the stated criterion in 71 notices and quality in 23, but crowded markets still require a technical case that procurement can evaluate. The winner profile also needs attention: 35% of cases are single-bid, while SMEs account for 29%. That combination means suppliers should not assume every requirement is an incumbent-versus-incumbent price contest; in thinner fields, eligibility and an executable delivery model can decide whether a bid is viable at all.

What is driving it
The Solvency II Review, Directive 2025/2, has a transposition deadline of 29 January 2027 and applies from 30 January 2027. It changes insurance prudential reporting, proportionality, sustainability-risk and macro-prudential requirements, making this both compliance work and a systems opportunity for reporting and risk-data products. AMLD6, Directive 2024/1640 Article 16, applies from 10 July 2027 for expanded national bank-account mechanisms, with BARIS due by 10 July 2029. Its requirement for centralised account data and direct access for authorities points to both registry and integration procurement, alongside compliance and data-governance work. The EU AML Package also applies from 10 July 2027, with AMLA direct supervision from 1 January 2028.
