Commission opens DIMOS VII financial systems framework
DG BUDG’s live financial IT framework leads the week, while thin competition and Polish compliance triggers sharpen bid priorities.

European Commission, DG BUDG has opened its DIMOS VII call for development, implementation, maintenance and operation of financial IT systems, closing on 30 November 2026. Its €270 million value is a framework ceiling for future purchases, not a single contract. The Commission’s SUMMA programme is its SAP-based corporate financial and accounting system, being extended across EU institutions and bodies; the procurement includes SAP-based systems.
Valsts ieņēmumu dienests has also put €15 million behind improvement, maintenance and warranty provision for its Payment Administration Information System, MAIS, with bids due on 30 November 2026. The Latvian revenue service is continuing MAIS development to improve tax-administration processes, making this a live maintenance-and-change opportunity rather than a greenfield replacement.
Where this market is going
ERP and Finance Systems represented 4.36% of all classified notices in the week to 5 November 2026, a fall of 0.23 points from the 4.59% share in the 25-day baseline from 5 October 2026. This is a classifier-consistent share measure rather than a raw market-volume comparison.
The weekly pattern was 5.07% to 15 October 2026, 3.98% to 22 October 2026, 4.27% to 29 October 2026 and 4.36% to 5 November 2026. The recent recovery therefore remains below the baseline share.

How hard the competition is
Across 30 competitive-procedure awards reporting bid counts, the average was 2.3 bids and the median was 2. Single-bid awards accounted for 47%, or 14 awards. Two direct awards are counted separately because a single supplier is inherent to that route. SMEs supplied 57% of bids, which is a measure of bidding participation rather than contracts won.
Spain is the only country with a publishable country reading, at 2.2 bids across 6 measured awards. Other country samples are too small for an average. In crowded procedures, technical quality and differentiation will decide the contest; where bid depth is low, qualification and delivery capacity are the practical constraints.
How these tenders will be decided
Stated award criterion, for the 24 new calls that declared one.
Bids are counted on contract awards from competitive procedures only. Direct awards (negotiated without a call, single-source) have one bidder by design and are counted separately. Shown only when at least 10 awards reported a bid count. Direct awards this window: 2.
What is driving it
Three Polish notices cited e-Doręczenia, KSeF and the mObywatel statute, with 1 tender in the window for each framework. e-Doręczenia requires public bodies to hold an electronic-delivery address and use the service for official correspondence. KSeF mandates national e-invoicing in phases, and the platform calendar records its entry into force on 1 February 2026. These two frameworks point to both product procurement and compliance work around correspondence and invoice flows.
The mObywatel statute provides for public-service data to be available through the app and for public systems to integrate where necessary for delivery. That creates integration product work and compliance assessment, but the research does not establish a single implementation deadline for all public bodies. KSeF has been cited in 18 notices over 365 days, including 3 over 90 days.

Whose technology is being named
Vendor references are notice-text signals, not evidence of contract wins. SAP appeared in 24 notices, split evenly between 12 calls and 12 awards across 10 countries, 7% more often than the vertical’s usual mix would predict. DG BUDG’s DIMOS VII call explicitly includes SAP-based financial systems. Asseco, Oracle and Simple ERP were each named in 2 notices; Microsoft appeared once, 76% less often than expected; and Visma appeared once.
Repeat demand came from Lietuvos Respublikos finansų ministerija, with 2 calls including work on VBAMS users’ programming and consultancy, and a largest stated value of €48,000. Universitätsklinikum Frankfurt also had 2 calls, including software for creating and sending electronic invoices from SAP.
