Lietuvos bankas opens finance systems DPS

Lietuvos bankas published an €8.696m dynamic purchasing system on 22 October for an automation platform and finance and monetary-policy systems development, expansion and maintenance. The figure is a ceiling for purchases over the life of the DPS, not a single contract, and the system remains open to new suppliers until 11 December 2031.

That route into a buyer sits within 51 calls recorded during the window. There were 93 notices of all kinds, including 29 contract awards, and 49 calls remain open.

Where this market is going

ERP and finance systems represented 3.98% of all classified notices in the window. Germany recorded 13 calls and Poland 12.

There is no like-for-like comparison this week: fewer than 21 earlier days have been classified using the same classifier. No change in the vertical’s share should be inferred.

How hard the competition is

Across 20 competitively procured awards with reported bid counts, the average was 2.9 bids and the median was 2. Eight awards, or 40%, had a single bid. Four direct awards are counted separately because they were made without a call, while SMEs submitted 64% of bids. No country has enough measured awards to report a country-level average.

Where fields draw many bids, technical quality and differentiation will decide the contest. Where participation is thin, qualification evidence and credible delivery capacity are more likely to be the constraint, especially for maintenance and replacement work.

What is driving it

Three Polish calls cited e-Doręczenia under the electronic-delivery act, KSeF mandatory e-invoicing, and the mObywatel application act, with one call citing each. KSeF has appeared in 19 ERP and finance notices over the past 365 days, compared with five for e-Doręczenia and one for mObywatel. The dataset records KSeF as having entered into force on 1 February 2026, but the research available for this edition does not establish further obligations or dates.

Whose technology is being named

SAP was named in 14 notices across seven countries, with 13 calls and one award. It is specified in Westfälische Verkehrsgesellschaft’s €800,000 call to replace its existing SAP personnel solution. Oracle appeared in four notices, Microsoft in three, and Enova365 in two. These are notice-text mentions, not evidence that the named supplier won the work.

Who is buying repeatedly

Buyers that published more than one call for tender in this window. An organisation running several at once is usually working through a programme rather than buying once.

The biggest new open tenders

Among the 14 of 51 calls that stated a value, the largest is the Lietuvos bankas DPS. Separately, Samenwerking A2-gemeenten seeks software for WOZ and taxes, valued at €1.905m, with bids due on 8 December; Železničná spoločnosť Slovensko seeks SAP standard support and back maintenance for €1.813m by 10 November; and HŽ PUTNIČKI PRIJEVOZ seeks an SAP upgrade worth €1.35m by 17 November. Centrale D'achats Habitat Réuni has a €1m framework ceiling for management of the TFPB, closing on 30 November. Westfälische Verkehrsgesellschaft’s €800,000 SAP personnel-solution replacement call closes on 16 November.

GLINTT HEALTHCARE, SL received a €1.293m direct award from Servicio de Salud - Servicios Centrales for technical assistance and maintenance of exclusive applications. SIMPLE SA had two awards worth €275,344; Benifex Sweden AB had one worth €176,000; BL España Software, S.L.U had one direct award worth €507,384; and ONEGOLIVE SERVICES SL had one worth €613,710.
