What the buyer wants
Kölner Verkehrs-Betriebe AG (KVB) intends to procure an ID-based ticketing system (IDBT system) for local public transport sales. The subject of the award is the delivery, implementation, integration, commissioning, maintenance and further development of an overall system consisting of vehicle-based validators, a background system and the technical operation of the background system as a cloud service. The maintenance, further development and operation take place for up to 10 years after total acceptance.
The order includes the delivery and installation of validators in 406 light rail vehicles (a total of 1,624 validators), 429 buses (a total of 858 validators) for the total fleet of vehicles of KVB AG and its subsidiary Schilling Omnibus Verkehr (SOV) GmbH, as well as 8 validators for test plants. In addition, 505 optional validators for extensions and already planned new vehicle purchases are planned. The commissioning of these optional validators takes place according to the needs and discretion of the client.
The system must support the processing of contactless open-loop EMV media (in particular Mastercard and VISA), closed-loop EMV media and girocard in both physical and digital form as payment and identification media. The closed-loop EMC media are to be delivered within the framework of the contract by the contractor. KVB initially intends to operate in the “Known Fare Transaction” (KFT) model.
In addition, the system must support the later introduction of a pay-as-you-go (PAYG) model with ride aggregation and best price calculation. In particular, the background system has to provide functions for payment processing, card account management for closed loop media and customer and administration portals. In addition, necessary interfaces to the existing system landscape of KVB as well as to interconnection, distribution and payment systems must be provided and integrated.
The total acceptance of the contract is planned two years after the award of the contract. A short service description is attached to the competition documents. The full service description will be published in the offer phase.

KVB bases the advertised service on a high need for protection with regard to the protection goals of confidentiality, integrity and availability due to the type of data processed and the criticality for its business processes. For this reason, increased demands are placed on the information security of the advertised solution and its operation.
#E6 Insurance Must-Criterion: self-declaration on the conclusion of the following insurances: Company liability insurance with a coverage amount of at least € 5.000.000.00 per claim, double maximized per insurance year, for personal, property and property damages. The insurance must also cover damage caused to the AG by third parties subcontracted by the AN. The deductible must not exceed 5,000.00 EUR/insurance claim.
#E7 IDBT/ABT system including cEMV acceptance must criterion: E7 Submission of a reference about executed orders / services comparable to the advertised service in terms of object and scope.
The comparability of a reference requires that the reference order has at least the following features, i.e. the implementation and at least 6-month productive operation of an integrated ID-based ticketing system (IDBT/ABT) including cEMV acceptance (EMV medium as identification and payment medium) including delivery/integration of vehicle-based sales devices (e.g. validators) and provision of a central background system (HGS) in the public transport sector with location within the European Union, the European Economic Area, Switzerland or the United Kingdom.
Reference contracts shall not have been awarded more than 10 years ago. In this respect, the decisive factor is the time of acceptance or complete provision of the service. The references should include a contact person who can confirm the reference and is empowered to provide KVB with information on the quality of service provision. The above information shall be used on Form A3. If the form does not provide sufficient space for the corresponding information, the information may also be provided in a separate document, the reference being indicated. It is permissible to submit more than the required number of reference projects. For candidate/tenderer communities, the reference shall indicate which of their members has provided the reference service.
Optional criteria: If a sufficient number of candidates are available, KVB will limit the number of suitable candidates invited to submit a tender. A minimum of three candidates (minimum number) and a maximum of five candidates (maximum number) will be invited to submit an indicative tender. The selection will be made based on the optional criteria specified in the notice. The evaluation will be conducted based on the stated points. The candidates will be ranked according to the total score achieved.
If the number of suitable candidates exceeds the intended maximum number, the five candidates with the highest qualification score will be invited to submit tenders. If there is a tie on points (equal qualification score) for the final rank relevant to the selection, lots will be drawn to decide which candidate will be invited to submit a tender. If the minimum number of candidates is not reached, the procurement procedure will be cancelled.
