Part 1: The design, implementation and implementation of the Open Data Portal, which will provide: 1.1 universal access – through the construction of a dedicated portal that will guarantee identified target groups (inhabitants, investors, scientists) transparent and unlimited access to digital data held by the Bielsko-Biała Municipal Office and other urban units;
1.2 re-use of data – through the provision of public sector information in open, structured and machine-readable formats, which will allow them to continue to be used, analysed and processed in new products or services; 1.3 visualisation and automation – by providing the portal with a tool for the graphical presentation of the collected information (pictures, maps) and mechanisms for automatic refresh of data at the time of changes in the selected source registers;
1.4 integration and scalability – by providing a permanent exchange of information with the government portal (https://data.gov.pl) and the creation of architecture that allows for independent addition of further data sources in the future. 1.5 the publication of data – by making available, as part of the implementation of the portal, including spatial data (GIS), a register of memorial sites, defibrillators locations and compilations of resolutions of the Municipal Council.

- the right to pursue a particular professional activity, where this is due to separate provisions: The Contracting Authority has not defined the condition in this respect;
- the economic or financial situation: 4. technical or professional capacity: Experience in the construction of information systems and data portals: The contractor shall comply with the condition if he demonstrates, within the last 3 years before the deadline for the submission of tenders and if the period of business is shorter, within that period, he has duly performed:
- at least one service consisting in the design, construction and production of an open data portal, which allows:
- the public provision of data,
- the publication of metadata describing the data sets and the method of access to them; and
- at least one service comprising the design, construction and production of a solution enabling the presentation of spatial data in a map format. The Contracting Authority shall allow the two above requirements to be met within one common service.N.B.: In order to meet the condition of participation in technical or professional capacity proceedings, The contractor may demonstrate a service whereby the stage of design, construction and production of the system has been fully completed and formally received by the customer before the deadline for the submission of tenders .The fact that the contract covers further ongoing stages (such as development, extension or technical assistance and maintenance) does not prevent the condition from being deemed to have been fulfilled in respect of the implementation part already carried out if it fulfils itself the conditions for participation in the proceedings laid down by the Contracting Authority in the SWZ together with its explanations and modifications.The Contracting Authority shall, before selecting the most favourable offer, invite the Contractor whose tender has been the highest rated to submit, within the prescribed time limit, not less than 10 days from the date of the call, the day of the submission of the following evidence to confirm the above condition: A list of services performed over the last 3 years, and if the period of activity is shorter during that period, together with the details of their subject matter, the dates of performance and the entities for which the services have been performed and the addition of evidence indicating whether the services have been duly performed, with the evidence in question being references or other documents drawn up by the body for which the services have been carried out, and if the Contractor is unable to obtain such documents for reasons beyond his control - the Contractor's statement;Note: Evidence that the service has been duly performed may be evidence of the personal evidence provided by the provisions of the Regulation of the Minister of Development, Labour and Technology on personal evidence and other documents or statements which the Contractor may request from the contractor.In particular, these may be references or other evidence drawn up by the body for which the services have been performed and if the contractor is unable to obtain these documents for reasons beyond his control, the contractor’s statement.In the case of multi-stage contracts, partial references or minutes of receipt of the completed stage may be submitted, provided that the content of these documents clearly indicates the proper execution and completion of the design, construction and manufacturing phase in the scope required by the Contracting Authority.NOTE: If the Contractor cites experience in the provision of services performed jointly with other Contractors, the list referred to in the above refers to the services in which the Contractor directly participated and in the case of recurrent or continuous benefits in which the performance is directly in…
