What the buyer wants

The subject of this tender is the procurement, maintenance, and further development of an e-file product including implementation and integration into the existing IT infrastructure as well as associated support services. Along with this, the contracting authority is tendering product-related services for knowledge transfer, training, and rollout support for the e-file. By e-file, the contracting authority means a digital system that enables documents within files and operations/cases to be stored, managed, and archived digitally and centrally. The software will be installed in the infrastructure of the state administration of North Rhine-Westphalia (e.g., IT.NRW, NRW Police). The contracting authority operates the e-file with supporting contributions from the contractor. The e-file must ensure purely on-premises operation without an internet connection and without restriction of core functionality, as well as operation across multiple fire compartments (failover) and remote data centers (geo-redundancy over at least 100 km) in the backend. The e-file must ensure uninterrupted operation (24/7, excluding maintenance windows) and an availability of at least 99.9% per calendar year. The system must run performantly as a multi-tenant system with at least 25 tenants and at least 25,000 users per system, as well as being horizontally scalable, load-balancing, and—with BSI-compliant tenant isolation—clusterable. In addition to classic operation in a virtual machine, the e-file must, in the future, also be operable in a "container" (Kubernetes) using an orchestration tool. Furthermore, no later than 3 years after contract award, the e-file must be cloud-agnostically operable in a private cloud infrastructure. Cloud capability is to be understood as a fundamental architectural objective. In the future, the e-file must be integrable into an OSS-based workplace of the state administration of North Rhine-Westphalia. For this purpose, the contractor must support necessary integration and adaptation work, in particular on clients and interfaces, in coordination with the contracting authority, and provide corresponding resources. The e-file must be structured according to a multi-tier architecture—user tier / specialized applications, processing tier, data tier—and be operable on approved enterprise operating systems (Windows Server and Linux according to IT.NRW architectural guidelines). All user functions must be accessible via a responsive, browser-based web client that also allows access via mobile devices (e.g., iPad). The web client as the main client must be supplemented by a Windows Explorer integration/client providing the core functions of the e-file. All user interfaces must comply with the Accessible Information Technology Ordinance of North Rhine-Westphalia (BITV NRW) in its currently valid version: The contractor must continuously ensure and demonstrate accessibility even during further development (releases). The e-file must support the import and export of files, cases, and documents under the requirements of the XÖV standards XDOMEA and XJUSTIZ, as well as in original and PDF formats. Authorized users must also be able to export files together with all cases, documents, and metadata as a consolidated PDF. The contractor must ensure audit-proof record-keeping through seamless versioning as well as complete history entries traceable through to long-term storage and logging of all modifications. The e-file must fully provide at least the following technologies for communication with connected specialized applications and third-party systems: - WebDAV - CMIS - REST API based on .NET - SAP ArchiveLink for document exchange - OData - RFC connection for bidirectional metadata exchange between SAP and the DMS. As exchange and messaging standards, XDOMEA and XJUSTIZ must be integrated in their respective current XÖV standards. In addition, for user management, the system must offer AD and ADFS integration (including SAML 2.0, OAuth)…

The state of North Rhine-Westphalia, represented by the Ministry of Home Affairs, Municipal Affairs, Construction and Digitalization of the state of North Rhine-Westphalia (MHKBD), would like to procure an e-file and the associated change management for e-administrative work. Perspectively, about 250 authorities - about 90,000 users - work productively with the e-file. The aim of this call is a sustainable and efficient e-file that meets the current and future requirements of the state administration of North Rhine-Westphalia. The e-file must help to optimise workflows, improve cooperation and ensure compliance with digital file law. The state of North Rhine-Westphalia currently uses the nscale e-file system with the nscale eGov module from Ceyoniq Technology GmbH. The call for tenders includes the provision and further development of the necessary software, the implementation and integration into the existing IT infrastructure as well as support services (third-level support). The call also includes product-related services for knowledge transfer, training and implementation support of the e-file.

With the application for participation, the applicant must submit the following documents as far as possible (in the case of an applicant association by each member of the applicant association): a Formless company presentation with indication of the name, the seat, the contact details, the VAT identification number, the name, the date of birth and the nationality of the beneficial owner within the meaning of § 3 GwG as well as indication of the entry in the commercial register / professional register; b Formless self-declaration, indicating that there are no exclusion reasons within the meaning of §§ 123, 124 GWB. successful self-cleaning measures have been carried out in accordance with § 125 GWB; the applicant is registered in the relevant professional register or a comparable register (standing chambers, etc.) of the country of origin and not to the ones referred to in Article 5 k paragraph 1 of Regulation (EU) No 833/2014 as amended by Art. 1 point. 16 of Council Regulation (EU) 2025/2033 of 23 October 2025 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. (c) Candidate groups should also make a declaration stating that there has been no infringement of antitrust law and that no undue restrictive agreements have been reached. Applicants are asked to appoint a contact person in the participation application by name, address, e-mail, telephone and fax number.

With the application for participation, the applicant must submit the following documents as far as possible (for applicant associations of at least one member): confirmation that the applicant maintains or will conclude a professional liability insurance with a cover sum of at least EUR 10.0 million per claim for personal injury as well as at least EUR 3.0 million per claim for property and property damage.

With the request to participate, the applicant must provide the following documents (in the case of a consortium of candidates from at least one member): the total turnover of the last 3 financial years completed and the turnover of the last 3 financial years with services comparable to the present subject-matter of the contract (administrative digitisation).

With the request to participate, the applicant must provide the following documents (for candidate groups of at least one member): appropriate references which have been successfully completed in the last 3 years (whichever is the end date) or for which the contractual relationship at the time of publication of this notice is more than one year and the implementation is still ongoing. The references mentioned must be comparable in nature and scope with the services advertised here. The references should contain, as far as possible, the following information: Client (including contact details of a contact person), scope of services, period of delivery, order amount. With the references, the applicants should prove experience in the following areas in particular: - Introduction and support of an e-file system in public administration - Connection of an e-file system to specialist procedures and workflow systems (e-model) - Migration of data from other DMS systems, in particular with the product nscale from Ceyoniq Technology GmbH; - Provision of a highly available software system (availability of at least). 99,9 % per calendar year for public administration; - provision of a software system that has enabled a parallel use of 20,000 users or higher on one or more instances; - Implementation of a change management project for the introduction and use of an e-act system; Implementation of accessible software training, including for people with disabilities, including the production and use of e-learning modules and educational videos. The above criteria are not minimum requirements. The client will take the references according to point 2.1.4 into account in the ranking. Where necessary to ensure sufficient competition, the contracting authority/entity will also take into account relevant references more than 3 years ago.

With the request to participate, the applicant must submit the following documents (in the case of a consortium of applicants of at least one member): an indication of the number of employees employed on average annually in the last 3 financial years, total and separately by employee in the field of activity administrative digitisation and in the field of software development of the field of activity administrative digitisation.

With the application for participation, the applicant must submit the following documents (for candidate groups of at least one member): a demonstration of certification of relevant processes according to ISO 27001 or equivalent; b evidence of certification by the TÜV, ISTQB or equivalent that the applicant has experience with penetration testing and the resolution of security vulnerabilities; c) Proof of certification according to DIN EN ISO 9001:2015 or equivalent.

With the request to participate, the applicant must submit the following documents (for candidate groups of at least one member): confirmation that the applicant has at least 5 employees from the field of administrative digitisation with a valid security clearance (at least SÜ2).

With the request to participate, the applicant must provide the following documents (in the case of a consortium of candidates from at least one member): Indicate which parts of the contract the company may intend to subcontract. In the course of the procedure, the contracting entity reserves the right to request a declaration of commitment from the intended subcontractor that it is actually available in the case of a contract.
