The subject of the contract is the design, delivery, and implementation of a comprehensive electronic public services platform for residents and entrepreneurs, including a web portal and a consistent mobile application (Android/iOS) providing, among others, online payments, personalized information (taxes, fees, correspondence), waste collection schedules, reporting faults in public spaces, public consultations, and a tourism module, along with authentication via the National Electronic Identification Node (Krajowy Węzeł Identyfikacji Elektronicznej).
The contract also covers the digitization of back-office processes necessary to provide these e-services, including the modernization of domain-specific systems handling local taxes and fees, waste management, and finance and budget, along with integrations (e-Doręczenia, KSeF, Poczta Polska), the implementation of an information security management system, and an HR and payroll system with an employee portal.
The contract is complemented by the digitization and sharing of public data in open formats (budget data, register of real estate for lease, register of alcohol sale permits) along with an API.
